The family of a man who jumped into the Washington Channel and drowned as bystanders frantically dialed 911 has filed a lawsuit against the District, alleging that operators improperly characterized the calls as not warranting top priority status and slowed the emergency response.

But because the incident was initially characterized as a Priority 2 “overdose” situation, rather than a Priority 1 emergency, first responders did not arrive as quickly as they otherwise would have, according to the lawsuit, which was. The suit alleges an EMT arrived on the scene 18 minutes after the first 911 call and police did not arrive for at least 30.Cary J. Hansel III, an attorney for the family, said the delay contributed to Griffin’s death.
