Rep. Matt Simpson says he wants to reign in enforcement action against people who are participating in a jubilee. The phenomenon causes an abundance of seafood

to come to the surface for easy fishing and occurs in only two places in the world - Tokyo Bay in Japan and right here in Mobile Bay. Simpson , who represents Daphne, "The Jubilee City," says a recent incident where people were ticketed is prompting him to draft legislation.

"He was pepper sprayed during the event as he failed to comply with the officer's directions. And there was a civilian who assisted the officer in handcuffing him," said Scott Bannon, Alabama Department of Conservation and Natural Resources Marine Resources Division Director. "So of the more than 70 people that they checked over the two day period, there were no violations of the fishing license law," said Bannon."These are not fish kills. These are not dead marine life that are going to end up on the shoreline. That's why some people say 'well, who cares if you harvest too many because they're dead anyway.' That's not true. Most of them are going to live," said Bannon.
