Opinion: LA Alliance settlement on homelessness is a win for Los Angeles

Compelling the City of Los Angeles to create more beds at a sufficient level within a specified time frame, when it had been obsessed with the creation of unaffordable permanent supportive housing while thousands die on the streets, is a win.

Compelling the county of Los Angeles to add needed psychiatric beds and expand its services and treatment to the addicted and mentally ill is a win.And, perhaps most important of all, holding both the city and county accountable to actually do what they have committed to do – not based on the promises of elected officials, or the production of a detailed report that will go unread – but by bringing the parties before an invested and active federal judge is a win.

The work of the LA Alliance is far from concluded as the clock for the next five years of performance and accountability starts. No matter who is mayor, council president, or chair of the Board of Supervisors, the Los Angeles region has secured a great victory to assist those experiencing homelessness, provide relief for residents and businesses, and return L.A. to a sense of order.

The settlements won by the Alliance establishes federal court jurisdiction so that any future lawsuits brought by activists lawyers, who for years have made matters worse, will be considered by the same court. Any lack of performance by the city or county will be considered by the same court.
