This is an easy case. The car was used as a lethal weapon- not any different from a gun, club or knife. The defendant's SPECIFIC INTENT was to hit the victims with his car. Because it's a DEADLY WEAPON, the requisite SCIENTER (mens rea) is satisfied. Guilty.

'State of mind' really that should take about 15 seconds

She was illegally obstructing a roadway. Tough on her. Anyone illegally blocking a road or sidewalk deserve anything they get.
