While Joey is often ridiculed by other characters in the Yu-Gi-Oh! anime, one classic villain actually proved that he is one of the best duelists in the series. This shouldn't be too surprising given how many duels Joey was able to win over the course of the anime. Still, this is an important confirmation nonetheless as Joey's general strategy can be considered to be based more on luck than skill.

This increases the tension of his duels, making them incredibly fun to watch, but it also can cause people to view him as being less skilled.
Pegasus Confirms Joey is One of Yu-Gi-Oh!'s Best Duelists However, in the sequel series Yu-Gi-Oh! GX, fans finally get a confirmation of his skills. When Aster Phoenix meets Maximillion Pegasus, the creator of Duel Monsters and the main villain of Yu-Gi-Oh!'s first season, Pegasus tells him who he thinks the best five duelists in the world are. The top two are of course Yugi and Kaiba, which is hardly surprising. The third duelist is Joey.
This assessment is so satisfying because it makes sense. For all the complaints about Joey relying on luck too much in his duels, there is no mention on how Duel Monsters is a game that inherently has elements of luck featured in it. While many fans discuss of how skillful Yugi and Kaiba are, they too must rely on some degree of luck to draw the cards they need.
Pegasus certainly isn't the end all be all when it comes to judging duelist quality, but his eminent position in the game's history gives him a lot of authority on the matter. His support of Joey may be surprising given his former antagonism, if anything, this is just more of an indicator of Joey's skill.
