Carter attended both Georgia Southwestern College and the Georgia Institute of Technology, but he received a bachelor’s of science degree from the United States Naval Academy in 1946. Carter set his sights on the presidency in 1974. He had served as Democratic National Committee campaign chairman for the 1974 congressional and gubernatorial elections and announced his campaign that year. Carter won the Democratic party’s nomination at the 1976 Democratic National Convention and was elected that November.
