City Council President Sam Newby had requested the OGC look into the issue after reports first surfaced that Williams had moved out of the county during his term, a move that possibly violated the city’s charter.Newby gave the city’s general counsel office until Thursday at 2 p.m. for a legal opinion on the issue. Newby told News4JAX on Thursday morning that he withdrew his request for a report after Williams announced his retirement.
City council member Brenda Priestly Jackson who is also an attorney isn’t buying that and is asking questions. Priestly Jackson said she has no personal problems with Williams but said this goes into the integrity of all elected officials in following the rules and laws.Priestly believes we will see many lawsuits filed as a result of all of this and that is why she thinks it will be important to have a legal option from the city attorney.
However, Williams said state law, which does not require a sheriff to live in a county where they serve and said the state law would overrule the city charter in this case. The city’s general counsel disagreed, according to the draft opinion.Earlier this week, Williams said he had no intention of resigning as sheriff, but he changed his mind sometime after meeting with city attorneys at the sheriff’s office on Tuesday.
So now we can just do what we want. He wanted to be Sheriff it says reside within the city . That’s is what you must do.

So basically Mike grabbed his ill-gotten pension and bolted before the legally binding decision would have clarified that he wasn't entitled to it. Seems he was a corrupt Sheriff at every turn.
Does it impact prosecutions?
What I’m curious about is does he get a pension or retirement benefits from retiring now despite having technically vacated his office a year ago when he moved? If so the poor city has to pay that because he snuck out the door after his prior boasts of no remorse for his move
