The aid problem isn’t a lack of material, it’s the lack of security for distributing it.

When it comes to humanitarian aid in the Gaza Strip, there is a serious — and puzzling — disconnect between the statements of Israel and those of U.N. agencies and nongovernmental aid organizations.

How to reconcile these competing positions? How can so many Palestinians be short of food if so much aid is flowing in? I think I got to the root of this mystery during myBoth sides accuse the other of exaggerating , but at heart Israel and the United Nations are comparing apples and oranges: Israel focuses on the amount of aidare waiting at Kerem Shalom, the main border crossing between Israel and the Gaza Strip.

But, while refusing to run Gaza, the Israeli government has ruled out any role for the Palestinian Authority, and that decision makes it unlikely that any Arab states will send their own troops to secure the territory. Gaza increasingly resembles a real-life “Mad Max” hellscape where ordinary people are struggling to survive — and Hamas is starting toafter the heavy losses it has suffered since Oct. 7. As retired Gen. David Petraeus previously told me, Israel seems to be following a perverse “When I was in Israel recently, I asked analyst after analyst what the ultimate end-state would be in Gaza. I was mostly met with shrugs because no one knows.
