For the first time since the pandemic started, Israel now says more than a quarter of its most serious Covid-19 cases, where hospitalization is required, are in patients under the age of 60.

Would it be because the focus on vaccination is on oldest people who are not in circulation in society. Wouldn't vaccination have to be at 15-20% before it starts to hit people who are less likely to social distance. Wouldn't it be at least 4 weeks before vaccines slow growth?
