The easing of tensions in the wake of the Iranian missile attack, which caused no casualties, appears to have tempered the political resolve to immediately push American troops out. Iraqi Prime Minister Adel Abdul-Mahdi got a call from U.S. Defense Secretary Mark Esper a half-hour before the strike to tell him of U.S. intentions. He urged Esper to call off the plan, “but there was insistence,” according to a statement from the premier’s office.

Everything stemmed from Trump's decision to withdraw America's support for the Iran-Nuclear Deal. I am sure he underestimated the ripple effects for that irresponsible decision.
Wrong, the fears were realized when Iranians used and abused Iraq to launch attacks on the US military bases which are legally sited there. And when Iranians launched Shia massive militias undermining iraqi sovereignty.
