FILE - U.S. Rep. Henry Cuellar , D-Laredo, talks to a member of the media during a campaign event, on Wednesday, May 4, 2022, in San Antonio. Cuellar , a 17-year incumbent and one of the last anti-abortion Democrats in Congress, is in his toughest reelection campaign, facing a May 24, 2022, primary runoff against progressive Jessica Cisneros. He won the Republican primary in a landslide and is currently neck and neck with President Joe Biden.

Director of the Warrior Defense Project at St. Mary's University School of Law Jeffrey Addicott says one reason for this recent phenomenon may be the erosion of public trust in the government.
