France's President Emmanuel Macron casts his vote in the first round of parliamentary elections at a polling station in Le Touquet, northern France, on Sunday.

His judgment and prescriptions on major questions have often been right. But being right is rarely enough in politics. Collaboration, focus and follow-through are also essential. And Macron’s failures in those areas have proven fatal. Convinced of his own powers of persuasion, Macron, 46, unleashed a blizzard of statements, podcasts, speeches and commentary meant to justify his decision and warn against voting for the extremes. “Civil war,” he said, was one possible outcome.
