In the week after a tornado ripped through the complex, some residents of the Beamer Place Apartments feel left in the dark and mistreated by the property’s management.

Sepúlveda, a Mexican immigrant who came to Houston in 2014 and knows only Spanish, didn’t understand the content of either document. “They’re taking advantage of the situation and people’s vulnerability,” Sepúlveda said. “Some people don’t want to draw it out and give in. I really don’t know what to do.”

The management has gone so far as to prohibit tenants from entering the complex’s leasing office, East added. Much of the property has since been fortified with fences and security guards.By management’s own admission, Beamer Place is uninhabitable due to the lack of electricity and running water, according to an email sent to residents. Yet, the complex has continued taking legal action against some tenants despite it being partially destroyed.
