“This country was founded on the principles of no taxation without representation and consent of the governed. But D.C. residents are taxed without representation and cannot consent to the laws under which they as American citizens must live,” said Eleanor Holmes Norton, who represents D.C. in Congress as a non-voting delegate., would resize the district, making it smaller and create a new state with two U.S. senators and a congressional representative like other states.

Isn't that explicitly against the constitution? Like word for word

House wastes more time passing legislation that will go nowhere. Not saying it isn't worthwhile legislation, just seems so pointless and sad.
