This week, news outlets including CNN, Esquire and Travel & Leisure initially called the process starting in 2021 a visa, but government authorities said it is not one. With ETIAS, travelers will need documentation, such as a passport, and will be asked to complete an application online and pay a $7 fee; in an expected 95 percent of cases, approval will be granted in minutes, the fact sheet said.

The USA is enforcing entry rules on some member states of the EU but not on others, the EU operating as a bloc is placing the same rules on the USA for ALL member states, it's a defensive unifying stance against an aggressive divisive measure from the USA nothing more.
Australia requires electronic Visa to US citizens, and USA requires ESTA to Australia and to the EU countries to visit the USA. Sounds fair.

Hell yes it's a visa. Technically the stamp on your passport is a visa. As long as it's not expensive it shouldn't be a problem. Think of it as a way to not bother to get on the plane if they're not gonna let you in.
