WASHINGTON—Five of the nation’s 10 largest federal law-enforcement agencies are currently operating with only interim heads amid an unprecedented long-term leadership vacuum that even some of the president’s congressional allies say is untenable.
The Bureau of Alcohol, Tobacco, Firearms and Explosives , the Drug Enforcement Administration , Immigration and Customs Enforcement , U.S. Customs and Border Protection and the Federal Bureau of Prisons all lack permanent heads.

It is obvious that Trump wants only transient employees. His behaviour suggests he doesn't want any of his administration to have opposing views. Thus not filling the roles unless they are subservient.
The sad thing is that we’re probably better off with the deputy directors running things, they’re typically the ones that have the technical knowledge in their field, the directors are typically just political appointments with no, or if any, bias related experience
