Over the spring and summer, the Office of Community Oriented Policing Services, or COPS — an agency under the Justice Department that supports community policing — conducted a series of listening sessions with rural law enforcement leaders in South Dakota, Oklahoma, Utah, Iowa and Montana to help them identify the needs of their departments.
“The competition for deputies and police officers is extremely high,” he said. “There is a general trend where many rural agencies are losing law enforcement staff to larger communities because of benefits and salaries, and the tax base in the rural areas just can’t grow.”

Let’s be honest, to get good officers or any other public employees, you have to be willing to pay for them, which means you can’t be cheap on property taxes!
Any criminal justice major for the last 30 years can quote this same 3-4 pages of intro to law enforcement text book. Don't leave out that police leadership (the white guys) also whine that affirmative action causes the greatest problems in hiring proper staff levels.
The media and politicians stoking anti police tensions doesn’t help either.

That might require recruiting wealthy folks who are inspired by the mission more than by the pay. Then get their folks to pay for new equipment.
It must improve! Especially in sanctuary cities and counties, rural areas are getting neglected with a rise in gang and drug activity along with murders. They are learning where to hide.

Since PDs are funded by taxpayers $$$, it would be prudent for them to increase public trust, by 1st getting rid of bad officers. The public is tired of funding rotten officers.
