HAMAMATSU, Japan—Junior Shinya had a bad experience a few years ago when he was looking for a place to live in Japan. After he told his prospective landlord he was Brazilian, he says he was asked to pay higher fees and told to find a Japanese guarantor.
“I was shocked,” said the 34-year-old, who works helping fellow Portuguese and Spanish speakers set up internet service.
