How many have been tested. Truth is, a crap ton more than previous weeks. If we tested 40,000 a day 8 weeks ago the positive cases might have been the same or worse. Complete the story, not just the fear.
The problem in many states as in NJ is that information on total testing numbers each day is not readily available. Data had been intentionally or unintentionally ambiguous.
To explain this on increased testing capacity means one thing. That you’ve been undercounting all along. This is scarier as it means people have had more capacity to spread the virus.

I love how people “blame” increased testing. As if it’s shameful the results were revealed. Perhaps “attributed to increased testing” would be more appropriate?
I know of a couple of people who believe they had COVID, stayed at home until they were well, but never saw a doctor and never got tested. I'm sure there are many like this.
Why not confirm or discredit the statement with the article? Testing not significantly up and percent positive slightly up since reopening.
