Imagine if another country had mail in voting- there would certainly be voter fraud. It must be one the easiest to do because of (dangerous) path it travels, which is different to direct voting.
I worked for voting registrar before, they check voter info on large ledger, cross them off and they run ballots through scanner, manually If the name is not in the ledger they find out what county it goes to. ballots are scanned in heavily secured area with guards walking around
