For years, the FAA and members of Congress have been trying to fix and update the Notice to Air Missions system that malfunctioned last week, leading to nationwide delays.

First, there was the FAA Reauthorization Act of 2018, a bill that, among other things, called for updates to the NOTAM system., specifically, creating a searchable database of NOTAMs. While that bill passed and became law, other bills failed.

The Notice to Airmen Improvement Act of 2019 looked to fix the NOTAM system by creating a task force to look into how to improve the presentation of NOTAM information, as well as its accuracy and understandability. Of course, there will be accidents the FAA only gets 21 billion a year for diversity, inclusion and software upgrades and Pete's private jet trips.

System was not an international thing; imo a nice to have. Didn't have ground everything. Unless it was hacked.
