Critics say “excessive” practice threatens legitimacy of important anti-corruption investigation.

By Simeon Tegel April 20 at 7:00 AM LIMA, Peru — It’s impossible to know why Alan García killed himself this week.

“It is increasingly difficult to justify,” said Ignazio de Ferrari, a political scientist at Lima’s University of the Pacific. Critics question the courts’ acceptance of the often limited arguments presented by prosecutors for locking up high-profile suspects before they have been indicted. They warn that the tactic could threaten the legitimacy of Peru’s landmark investigation.Odebrecht, Latin America’s largest construction company, has admitted to paying nearly $1 billion in bribes across the region to secure public contracts.

De Ferrari didn’t wish to defend García, but he called the use of pretrial detention “excessive.” Diego García Sayán, a former justice minister and judge on the inter-American Court of Human Rights, wants to see prosecutors adopt a “more selective criterion” for requesting detention. If García Sayán is overstating the numbers, it’s not by much. More than 39 percent of the Peruvian prison population is being held in pretrial detention or remand, according to the Institute for Criminal Policy Research in London. That’s nearly double the U.S. rate.Peru does have a long tradition of politicians going on the lam to avoid justice.

“You also have to see this in the context of the absolute certainty of many Peruvians that these politicians have been up to their necks in corruption.”

If there are already thousands of prisoners in pre-trial detention, adding 4 more makes little difference

Updated: Kuczynski has pretrial detention by 36 months, not house arrest.

García is being martyrized by many political agents in Peru, while an important sector of the press is romanticizing his suicide (and suicide note) by constantly wanting to discuss it. Peruvians are clueless when it comes to discussing suicide + prevention.

Ex-inmates: Torture rife in prisons run by Yemen rebelsMARIB, Yemen (AP) — Farouk Baakar was on duty as a medic at al-Rashid hospital the day a bleeding man was brought into the emergency room with gunshot wounds and signs of torture. He'd been whipped across the back and hung by his wrists for days. The patient, Baakar learned, had been left for dead by the side of a highway after being held captive in a prison run by the Houthi rebels who control northern Yemen. Baakar spent hours removing bullets and repairing ruptured intestine. He tended to the patient's recovery for 80 days and, at the end, agreed to pose for a selfie with him. Dear God. Volkswagen Ex-CEO Faces Fresh Fraud Charges Over Emissions ScandalGerman prosecutors indicted Martin Winterkorn, the former chief executive of Volkswagen, and four other people on charges of serious fraud and a list of other violations in relation to the company’s diesel cheating scandal. Case has no perspectives. American pressure was satisfied but it's not a crime, and even not a big deal. Row was artificially boosted by American global media and US government that had a direct interest in global competition. How is it that fraud by an individual is punished by prison time and a larger, much higher impact fraud does not send company leaders to prison? If corporations are equal to humans, then the same punishment is reasonable for leader who perpetrate fraud.
