An appeals court has struck down a former Kerr County commissioner's bid to regain the seat he lost for failing to disclose a decades-old felony conviction. Harley David Belew, who was elected to the Kerr County Commissioners Court in 2016 and 2020, was removed from office in September over a felony burglary conviction in Tarrant County in 1973, when he was 17. Felons are not allowed to hold elected office in Texas.
Kerr County confirms four rabies cases in past two weeks Belew argued there was never any actual felony conviction on his record, saying at the time he entered a guilty plea he was under the impression his 10-year suspended sentence negated the conviction. He also made a number of arguments regarding the documentation and legal process surrounding his conviction and removal.
