In bid to avoid grid outages, ERCOT calls on San Antonio’s biggest power users to cut back, ease transmission woes

The state grid operator is asking San Antonio ’s biggest users to cut back electricity use this summer, a stopgap effort to stave off cascading outages and possible system failure. It’s the Electric Reliability Council of Texas’ latest move to avoid a replay of the close call it had in September, when overcrowded transmission lines brought the grid closer to emergency conditions than it had been since Winter Storm Uri three years ago.

can avoid resorting to rolling blackouts to keep the grid’s balance and frequency in check. Doug Lewin, an independent grid expert, said it’s an overdue step. “It’s not easy to find 500 megawatts of demand response,” he said. “We shouldn’t have waited this long.” The overcrowding issues on existing transmission lines became apparent in September, when

’s timeline to secure commitments is short. Proposals from big users to participate are due June 13, with is seeking only new power savings. The local utility has the option to get in on the new ’s move comes long after most grid analysts have called for such a plan. They've also said individual utilities need to pay residential customers a dynamic rate for cutting power use the same way they pay big businesses for doing so. But Lewin said the tight turnaround for the grid operator’s new program will make it difficult or impossible for many utilities to create such programs. Its duration is also a challenge. While the critical period is likely to be from 7 p.m. to 9 p.m.
