Council begins the 'painful part' of the budget-setting process for the next fiscal year

Encinitas will fund the construction of native plant demonstration gardens in the coming fiscal year, but it won’t pay for a consultant to produce a city ordinance spelling out how native plants should be used generally. At a special budget-setting workshop Wednesday, the City Council split over the consultant issue. Councilwomen Joy Lyndes and Kellie Hinze voted in favor, while Mayor Tony Kranz, Councilman Bruce Ehlers and Councilwoman Allison Blackwell voted against.

City finance employees currently estimate that Encinitas will have $4.3 million in “unallocated” funds — extra money that the council can set aside for new projects — in the coming fiscal year. “I think this is the painful part of the budgeting process,” Hinze said, before listing off her top priorities from the general wish list. Council members ultimately agreed to recommend nine items, plus the native plant gardens proposal, for funding. The list included: $1.
