The Elgin City Council has approved a $359.7 million budget that includes funding to address the city’s long-standing issues with homelessness, hire nearly two dozen new employees and create a special events department.

Elgin's new $359.7 million budget has money for a housing initiative to address the city’s homelessness issue, nearly two dozen new employees and a new special events department.

“Congratulations to the council on great budget discussions,” Mayor David Kaptain said following the spending plan’s approval.The combined property tax levy, used for general operations, debt service, and public safety pension payments, will remain flat for a sixth consecutive year but overall spending will increase by 14%, with the city using reserve cash to cover a $13.7 million budget deficit, according to city documents..

The city also plans to create a new department of Cultural Arts and Special Events in 2023 and will hire a special events coordinator to oversee more than 20 annual public events, including outdoor movies and concerts and signature events, like Nightmare on Chicago Street.
