On Friday, after spending a little more than five years in federal custody, U.S. District Judge Dana Sabraw sentenced Lopez-Serrano to a term equal to his time in custody, with no additional prison time. The judge also ordered him to forfeit $1 million in drug proceeds, as he had agreed to do when he pleaded guilty. In that plea, he admitted to being a leader in the cartel and coordinating the shipments of “tonnage quantities” of drugs, including methamphetamine, cocaine and heroin.
Lopez-Serrano, also known as “Mini Lic,” gets his nickname from his father, Dámaso Lopez Nuñez, also known as “El Licenciado.” The father, also reputed to be in the cartel’s leadership,Lopez-Serrano’s plea was part of a sprawling case against the Sinaloa cartel by the U.S. Attorney’s Office, the DEA and agencies around the country. The investigation began in 2011 into what was at the time believed to be a small-scale drug distribution cell in National City and Chula Vista.
