Federal law says children with disabilities have a right to free, appropriate public education, and 14% of U.S. schoolkids get special education services. The Education Department says online classes should move forward even if those kids get left behind.

As classes move online, many schools fear students with disabilities could be left behind, in violation of federal laws. The Education Department calls this reading of the law"a serious misunderstanding."As classes move online, many schools fear students with disabilities could be left behind, in violation of federal laws. The Education Department calls this reading of the law"a serious misunderstanding.

According to federal law, children with disabilities have a right to a free, appropriate public education whenever and wherever schools are operating. An estimatedreceive special education services in the U.S. But as schools shift to online tools such as Google Classroom and Zoom, some of those students — who may be nonverbal, or who may be used to receiving one-on-one support — may not be able to adapt or follow along.

In bold type, the publication declares:"To be clear: ensuring compliance with the Individuals with Disabilities Education Act ... and Title II of the Americans with Disabilities Act should not prevent any school from offering educational programs through distance instruction."

She’s right. Serving some even if you cannot serve all

Just keep polly-parroting Comrade Soros' talking points while living lavishly and spending hundreds of millions of the hard-earned tax dollars of American patriots.

Spreading more lies NPR?

What is your plan for these children? Criticism without an alternative plan of action is either (1) just a bitch session or (2) an ad hominem attack on the Secretary of Education BetsyDeVosED. Tax dollars should not be used for biased agendas like NPR's.

No funding for the Democratic Party shill NPR!

Of course they should. The opposite is to hold everyone else back.

What’s your solution given the shelter in place and social distancing demands? It’s easy to criticize. Extremely difficult to provide solutions...

So you would have no one get an education if its not possible to give everyone an education? You'd prefer universal ignorance to educating as many as possible?

Hey NPR - it would be a big help to families if you corrected this headline/lead b/c not only is it inaccurate it's also scary for them Pls read the Guidance Ltr - it's full of ideas re how distance learning can be supported 4 students w/ disabilities - not 'left behind' Thank u

Defund NPR. Egregious lying headline.

You guys are ridiculous. Did you give up all integrity just for a paycheck. Jesus christ.

WTF is wrong with you? This is some truly partisan hackery, even from you. DefundNPR

Wow. NPR coming out in favor of infecting disabled kids with coronavirus. Did not see this coming.

The Department of Education didn't say that.

This is a lie

Poor take. There are tens of thousands of students in online public schools. And these schools serve many students in Special Education and comply with their IEPs. Just as healthcare workers offer online services, so can those providing related services to these students.

: your headline is misleading. Here is what De Vos actually said.

This is a perfect chance to implement individual education for all according to their needs. It is the only practical and realistic way to ensure no child is left behind. When we stop using standardized testing to compare individual or cohorts, then true learning takes place.

Laws are so inconvenient..

dingus_768 glad I get a little reminder every few weeks or so that she is just the fucking worst

BetsyDeVosED is the 👿

I'm not saying I want to, or encourage anyone to, but the bitch has a punchable face.

Thanks for Nothing Betty

A serious misunderstanding of the DisabilityLaws?!! DeadWrong! BetsyDeVosED How dare they be left behind, provided only with online learning to which special ed students, up to 14%, cannot adapt. All our precious children are entitled to services guaranteed under Federal Law!

CruellaDeVoss

This pandemic is going to show very strongly who our government will prioritize.

Of course, she wants money

You are heartless. Can't wait 4U 2 b replaced BetsyDeVosED

She is simply EVIL.

That IS the face of someone who hates disabled people enough to say something like that.

This is sub-human, even for DeVos.

DeVoss is a bad person with lots of money.

njrhoades

Not 28 start up to 40 No person can get through to that many children

By the way, the child I used for example is very intelligent, and technology savvy. What good is that if he can't add the equation to work. 28s big enough Class, like maximum 28.

I can't really believe that when inclusion laws were passed, Surely Mr. Obama, meant to passing children through school that can't add, count, or do the teachings to be a productive citizens.

Check out Corona Schoolhouse on Facebook and YouTube for free daily math and computer coding lessons for grade bands K-1, 2-3, and 4-5! Presented by two certified teachers dedicated to continuing learning during the shutdown!

NPR: You must investigate & report on the Real situation that thousands of classrooms (Spec Ed, sci, math) in our country have no teacher. They are assigned local substitutes. The online situation will disenfranchise many thousands more, w/o help.

Just one more way to separate us into a 'groups'. Creating division instead of unity.

So please fix this problem before Making it worse. Kids already left behind .

A serious misunderstanding of the DisabilityLaws?!!DeadWong BetsyDeVosED How dare they be left behind, provided only with online learning to which special ed students, up to 14%, cannot adapt. All our precious children are entitled to services guaranteed under Federal Law!

My grandson is in the 10th grade and can't count money. Schools are overwhelmed by the lack of respect from parents. Too many children for Teaching, those who have need of extra help.

SpecialOlympics please add your thoughts .

I am a special education teacher. I am doing what I can to help my kids with their skills and I will keep doing that. Now, that being said Ms. DeVos is a cruel person, just like seemingly everyone in this administration.

BMESociety thoughts please.

Thank you Ohio, Berea City Schools for your patience with my daughter. Glad you were thinking about fragile human beings, Instead of Voting levers

AbilitiesExpo please tag everyone to add their thoughts on this. Just remind them all to educate these people without insults even when they reply with ignorance.

My daughter is Down Syndrome and she was in Berea City Schools, Berea Ohio. And she graduated with the rest of her Class.

Bravo...

I believe Ms. DeVos is no a good Secretary of Education, nor she has the right skills to comprehend much of anything, however, there must be someone who could guide her better. Don't you dare to say Trump could do that. He is too busy teaching scientists, Drs., and Jared Kushner

2/2 But, it is okay for blind students. By-the-way, he scored a 1470 on his test. CollegeBoard npr usdepted

Disability Laws are not followed even during 'normal' times. My son showed up 3x's for his scheduled SAT tests only to be told his large print test was not sent by College Board. The 3rd time is finally arrived. How many fully sighted families would stand for this? 1/2

How about doing a special presentation for parents of children with special needs? Perhaps in cases of physical therapy, or some other methods, to include as many children as possible, parents who would be at home, could participate in the process and fill up some of those needs.

Life is paramount. Children first need to survive the pandemic. They can't survive in structures that congregate hundreds or thousands of them. Those who can learn remotely are being addressed. Those who can't learn remotely must be offered services as soon as possible.

I am going to read NPR and see if there is a proposal for this situation about children with disabilities. How about having teachers do home visitations and teach there.

Well that’s a unfair headline.... it depended on their level of disability.. some students are severely disabled some are In Need of extra help. The spectrum is large here!

This crazy b and her band of evil school leadership moles have been denying special needs kids for decades

🤦‍♀️😡😡😡

Religion and greed should not get in the way of decency.

This just doesn’t make sense! And from what I’ve read, her home state of Michigan isn’t even going to count or give credit to any remote learning that’s done.

No matter how bad it gets a Republican can make it worse.

Can’t expect miracles. Hard to do hands on training while they don’t go to school smh

ConnieCJohnson they may like to see that doc of yours.

Republicans never have given a shit about public education.

Special Ed staffs, district + schools, w/parents, will evaluate compensatory Ed services for their DSE students. The ones I know will ensure it is available as appropriate/needed. No easy answers here during such a crisis, but I see a def resource$ need coming. Big lift by Ts👊🏼!

Education should definitely continue for as many ss as possible! This is not an ideal situation for our ss with disabilities (especially from lower socioeconomic homes) but none of this is ideal. Let's come up with solutions while continuing learning as much as possible!

Now, she could say that the DOE is putting a bunch of experts on developing aids that will be readily available ASAP. But cruelty is so much more enjoyable.

'Education Department'. Yeah, right. Maybe after November. Right now it's the 'fleece America to line the pockets of Amway douche nozzles' dept.

Oh please this is a major crisis and most kids with disabilities can do remote.

I can't get an IEP to save my kid's life, but she needs assistance to process classroom learning, can't wait to start home school with recorded video classes

She's absolutely vile. What a heinous creature.

Of course they are going to say this, they send their kids to private school and can afford tutors when they fall behind. They don't give a shit about special needs people or giving us the power to take care of ourselves.

That is pathetic. Complete violation of special education law...

The gist of this article is that if we can’t move everybody ahead then we shouldn’t move anybody ahead.

The government is forgetting our disabled people. Their lives matter too!! The direct to care workers who are taking care of them. I can’t believe what is going on here NYGovCuomo

She is a cold-hearted asshat. Now, how can the problem be remedied? The educational assistants can't move in with them. What is the solution? and there HAS to be one.

the publication declares: 'To be clear: ensuring compliance with the Individuals with Disabilities Education Act (IDEA) ... and Title II of the Americans with Disabilities Act should not prevent any school from offering educational programs through distance instruction.'

Of course the online classes should move forward! That said, educators should be creating solutions for the 14% of students with special ed services to get the help needed. But why should he 86% who can currently be educated online have their learning halted while that happens?

This Poodle

They should still have a right to what their IEP entails. They would be well within CDC guidelines to have a trained professional work with them when public schools begin again.

Hateful woman .

Should everyone pretend to be disabled now? Liberals are always confused and pretending. It's called a disability for a reason, not every kid is disabled, don't hold kids down. It's bad enough that standards have been lowered to level even disabled students who can't read, pass!

God. Just pay for all kids to have a laptop & a hotspot. That’s all it takes.

In Russia, they dont waste public resources to educate the disabled. Instead they use the resources to educate people that will be productive. Education isnt a constitutional right

Don't abandon those children but it is imperative that we continue educating as many people as we can. If special ed or poor students cannot access online learning we will come up with an alternative like capping class size and reopening a few schools for these at risk students

This bitch is evil and should resign immediately. She is worthless. All of my friends in education are very disappointed and disillusioned with her “leadership.”

There's next to ZERO help for kids with special needs.

Every single child must be educated according to their IEP, or Individual Education Program. We need to step up our efforts as a country to help every single child. Each child is important. IEP education eachchildisimportant

So NPR believes that the schools should still be open, allowing the virus to spread? Seriously?

They should

For general education students, but students with disabilities often have so many services that this would be impossible AND it would leave school districts liable if they CAN’T provide full compensation of services.

This is not shocking. Our education system is broken. Special ed kids treated horribly 24/7. This isnt even news at this point

People with learning and other disabilities deserve the same educational rights as humans without.

So all of our kids should suffer without education because of a few? What happened to “the needs of the many outweigh the needs of the few”?

I am a behaviorist for special education in a public school district in California. Compensatory services are not easy to provide as most districts are already spread thin. This should NOT be considered a solution for our SpEd kids. I understand it shouldn’t hold up services...

why are people piling on her for this? we're gonna let 86% of kids languish so that life can be 'fair' during a global pandemic? she might be terrible otherwise, but it's a damned if you do, damned if you don't scenario here.

Considering US schooling amounts to simple, repetitive tasks over 12 years to prove that you conform better for a piece of paper; I'd say it should just halt altogether.

Betsy DeVos is a shrill opportunistic harpy without a shred of compassion in her.
