CLEVELAND, Ohio – Lutheran Metropolitan Ministry said it expects to forge ahead with plans to turn an old office building into a youth drop-in center in Cleveland’s Ohio City neighborhood, despite considerable pushback from neighbors who say they don’t want it on their street.
“Having devoted substantial energy and time to planning and designing the drop-in center, engaging in community outreach, working with city officials, boards and commissions, and responding to numerous questions from nearby property owners, we are moving forward with our plans and hope to begin construction as soon as possible,” Foschia’s statement reads. “We acknowledge that the legal process may delay those efforts but believe that any such delay will only be temporary.
The purpose of the project is to provide youth ages 16-24, who are facing homelessness or housing instability, a “welcoming physical environment,” where they can access services and basic needs, such as a kitchen, bathroom and laundry facilities, according to documents provided to BOC. LMM will operate the center, but it is being planned in coordination with A Place 4 Me, the Sisters of Charity Foundation and the Cuyahoga County Office of Homeless Services.
“The BZA’s decision to grant the variance is unconstitutional, illegal, arbitrary, capricious, unreasonable, or unsupported by the preponderance of substantial, reliable, and probative evidence on the whole record,” their complaint reads.LMM has filed their own appeal against the zoning board, arguing that it doesn’t require a variance for the drop-in center to begin with, because the use of the property for charitable purposes hasn’t changed, court records show.
