More than 40 dogs have been rescued from a home in Delaware County on Sunday after a suspicion of animal abuse .Investigators say tips from concerned community members led them there, and many worried about the animals also reached out to us for help.No dog should be living in the case that they're living in out here -- there's no food no water, they're tethered with a 4-inch chain that's pretty thick," says Kelly Lewis from Rico Pet Recovery.
