The legislation will pass the Senate with amendments but"it's going to be 90 percent" of the version passed by the House, with about 10 percent removed, the California Democrat added.

I find it incredulous how we never question funding the pentagon, only when it comes to things that truly matter and will help people/country. If it matters, we will find a way to pay for it. Funny how the cost of incarceration is never questioned.
