While the Afghanistan-based branch of ISIS, known as ISIS-K, has claimed responsibility for the shooting—and U.S. officials have also concluded the group was behind the attack—Russia has not released the identities of the attackers it claimed to arrest, nor has it provided any evidence to back up a suggestion of Ukrainian involvement.
