Top police leaders and criminologists attributed that success to the chief’s violent-crime plan, which was launched May 7 and focuses on short-, medium- and long-term strategies based on the belief that a disproportionate number of crimes occur in certain parts of the city.

The result, Smith said, was a significant decrease in violence. He said there was a 53% reduction in street-level violence inside the grids during the treated months from the previous three months, though he didn’t give a raw breakdown of those numbers. Overall, there were fewer murders, robberies and non-domestic aggravated assaults.

As violence went down, the number of arrests also fell, which Smith called “remarkable.” In the treated grids, arrests were down 4.3% during the fall months compared with the previous three months, and citywide there were 11.3% fewer arrests. While most areas of the city saw a reduction in violence in those surrounding grids, there was a noticeable increase in violence in some grids adjacent to hot spots in the Northeast and North Central parts of the city.
