That could complicate Dallas’ advocacy for projects if other member cities don’t feel like they benefit from them
“There are differences of opinion in what some in Dallas might consider to be a priority and what someone in the suburbs might consider to be a priority,” said Schlosser, who has been forthright about how the loss of the majority would play out. He also noted that Dallas’ share of DART’s sales tax revenue is not growing as fast as its suburban peers, either.Since 2015, its share of contributions has tipped below 50% and the rest of the suburban cities are contributing more collectively.
Schlosser said that board members work closely to advocate for Dallas’ priorities that make sense from a regional perspective, and much of these discussions “involve incredible compromise among suburbs who themselves are not always aligned.” Plus, the push to maintain Dallas’ majority has often come from Mendelsohn’s colleagues, Schlosser said, referencing Dallas City Council members.
Another potential measure could distribute board member seats on the basis of tax revenue instead of population. In a December 2022 meeting, Irving Mayor Richard F. Stopfer said that he saw the measure as a way of “leveling the field” and countering the perception that Dallas controlled the board’s priorities. “Sometimes you feel like someone has control no matter what you do,” Stopfer said. “You’re at their mercy or their control.”
The plan was up for a March 26 vote, as per the DART board members’ meeting agenda. But the vote was moved to May because the suburban board members wanted a two-thirds vote on the policy.
