After banning electric scooters for public safety reasons, the Dallas City Council may approve a new policy allowing them to return.

How can electric scooters help people get around Dallas more easily without endangering public safety?A few years ago, the scooters were scorned after becoming, in some cases, road hazards and, more often, eyesores as they piled up along sidewalks, sometimes blocking pedestrian traffic. Now that the City Council may approve new rules allowing their return, attitudes range from excitement to deep-seated opposition.

Vendors used the technology in Deep Ellum before the ban, said Deep Ellum Foundation executive director Stephanie Hudiburg, who helped with the proposal, but “it wasn’t 100 percent foolproof.” The tech is better than it was two years ago though, she added.Riders will have to take pictures of their scooter after completing a ride, for example, and could be fined $20 if it’s not parked correctly.

Before the ban, scooters made getting to his workplace or bank downtown a breeze. Now, he has to spend extra time on foot in the sweltering heat.

Scooters not only blocked pathways — they were also hazardous because of the ways riders used them, riding late into the night, zipping onto sidewalks and even weaving through traffic on highways. Scooter-related injuries shot up before the city’s transportation director halted the program. Jerry Carr, who has a disability and gets around by motorized wheelchair, said he was never bothered by the scooters. For him, it’s something else infrastructure-related that’s always giving him trouble.

“It’s hard to tell them to stay off the sidewalks and get on the roads when they feel like they’re going to die when they’re on the roads,” Mayor Pro Tem Chad West said during the presentation. “We’ve got to be thoughtful on how we make it safe for them.”
