Mark Waters, 66, will be arraigned Monday on charges of felony assault with a semi-automatic firearm resulting in great bodily injury and personal use of a firearm.
Waters was arrested and booked into the county jail. Prosecutors did not state what date he was arrested. Prosecutors are now investigating whether this shooting would fall into the legal hate-crime category.
