Cuyahoga County creates new policy requiring double-dipping employees to take 10% pay cut

Cuyahoga County created a policy for employees who retire briefly and then return to work, collecting both retirement benefits and a full salary.

CLEVELAND, Ohio – Cuyahoga’s first executive Ed FitzGerald banned double-dippers from his administration in 2011 to help restore trust and transparency in the wake of the widespread corruption that led to the charter form of government.

The policy came in response to concerns some council members raised during the November confirmation hearing for the county’s Fiscal Chief Michael Chambers, who retired on Aug. 30, and was rehired the next day, Sept. 1. At the time, Ronayne’s Chief of Operations and Community Innovations, Katherine Gallagher, said the county was already drafting such a policy. The actual verbiage was introduced in February and passed by council in March.

The retire-rehire policy is not retroactive, but Chambers said he did receive a 10% pay cut. County records show Chambers was making $176,280 when he retired and was rehired at a salary of $158,662. However, after a 2% general wage increase this year, he’s now earning $161,844. That’s not unusual. Gallagher named half a dozen county employees who have served in positions that were never posted publicly, including Sheryl Harris, director of the Department of Consumer Affairs, Nailah Byrd, who briefly served as deputy chief of staff over safety and justice until the position was eliminated, and Christopher Murray, II, the former treasurer who was appointed last year as deputy director over the Department of Health and Human Services.

According to documents provided by the county, Tax Administrator Michael Sweeney retired July 29, 2022, and was rehired on Aug. 1, 2022, receiving a pay cut of $5.58 per hour. Director of Operations Lisa Rocco retired on Nov. 30, 2021, and was rehired Dec. 13, 2021, with a pay cut of $8.43 per hour. They both work in the fiscal office.
