According to police, Humberto Perales, 16, and a friend were walking on a West Side street around 10:30 p.m. on Oct. 22, 2022, when a red Dodge Charger drove past them.The car then made a U-turn and stopped at the intersection of South Chupaderas and West Commerce streets.
