Sanford had recently retired from the Chester Fire Department in Chester, Pennsylvania, authorities said. The man identified as Sanford in the videos can be seen wearing a stocking cap with the logo for the fire department.released Thursday, Chester Mayor Thaddeus Kirkland said Sanford served as a member of the fire department from January 1994 to February 2020.
