SAN DIEGO – San Diego City Councilmember Stephen Whitburn introduced likely the boldest and most hands-on plan to combat homelessness yet publicly considered amongst San Diego legislators.
Whitburn’s plan would make sleeping on the sidewalk illegal, and give police the right to site individuals with misdemeanors if they refuse a bed. The plan would also dramatically increase the number of beds available through the utilization of parking lots and other open areas as safe camp zones. Refusal to use one of these beds, should one be open, would result in aforementioned ticketing.
Several homelessness advocates are in favor of the plan because it would remove risk factors to the homeless and to the community, making streets safer for everyone.

StephenWhitburn So by ticketing someone that can’t pay it will change the way they decide to park themselves? That’s like click it or ticket! But homeless don’t drive.
StephenWhitburn Ticketing a homeless person will do absolutely nothing. Although rough on the bottom They will probably use the ticket as toilet paper.
StephenWhitburn Ok so you charge them with a misdemeanor. Now what? While it is noble to offer housing alternatives you can’t just gather people up and move them elsewhere.
StephenWhitburn And if this wasn't bad enough, all this happening in front of public library, named after RepSaraJacobs family, that houses a school! What other library in the world needs arm guards?
StephenWhitburn CMWhitburnD3 has never visited East Village, which he represents, and saw impact of his policies. Open drug use, ODs, encampments,piles of trash, and mentally ill virtually on every block. SDPD no longer enforces encampment statues.
StephenWhitburn The current proposal doesn't have details. Are taxpayers looking at the monthly cost of ~$5,000 per tent?
StephenWhitburn CMWhitburnD3 previous proposal, still available on his website, to convert Civic center, in the heart of downtown, into 500 person shelter. Although he didn't share cost, housing homeless on the most expensive real estate under the sun would be well in 6 digits per single bed!
StephenWhitburn Why can’t Whitburn be man enough to say “San Diego is determined to force unhoused people off the streets and out of sight. We are prepared to take these next steps to force people into shelters or jail.”
