Comey, the former FBI director who started the Russia investigation, expressed confusion over why special counsel Robert S. Mueller III didn’t conclude whether President Trump tried to obstruct justice.
Comey also weighed in on Holt’s now-famous 2017 interview with Trump soon after he was fired. In that conversation, Trump admitted to Holt that he had “this Russia thing” on his mind when he fired Comey. Some Republicans, including Trump ally and Senate Judiciary Committee Chairman Lindsey O. Graham , have suggested opening a congressional probe into the FBI’s handling of the Russia investigation.

Comey never listened to himself telling Congress that he brought the matter to Trump and made it public not Trump so if anyone obstructed Justice it was Comey not Trump. No reason to tell POTUS about Steele and no reason not to tell POTUS the charge meant legal counsel needed.

I assume Comey would also say Leon Jaworski (Nixon/Watergate) and Ken Starr (Clinton/Lewinsky) should also have reached legal conclusions. They did not, thinking it better to leave those decisions to Congress based on the facts in their reports.
