At CIRCLE, a research center focused on youth civic engagement and part of Tufts University’s Tisch College of Civic Life, we are studying how the youth vote has the power to shape the outcome of the 2020 elections. As CIRCLE has done in 2016 and 2018, we have analyzed data from many sources to identify where young people are most likely to influence national politics in 2020.
The top 10 U.S. Senate races where young people have the highest potential to influence the results in 2020.So far in 2020, young people have been expressing high levels of engagement. In a pre-election poll conducted in June, we found that 83% of youth believe that young people have the power to change the country, and 3 in 5 feel like they’re part of a movement that will vote to express its views.
The exigencies of the COVID-19 pandemic have also inspired new ways for young people to engage. The United States is currently facing a shortage of poll workers as the pandemic poses a serious health risk to older individuals. However, in many of the states home to some of the most competitive races this fall, young people are positioned to help. In every state featured on the 2020 YESI but one , young people under the age of 18 can serve as poll workers.
Furthermore, with the focus on alternatives to in-person voting due to the COVID-19 pandemic, much attention has been drawn towards state policies permitting voting by mail. Previous CIRCLE analysis of youth who voted by mail in 2016 found a variety of reasons that prompted the use of this voting method, and that youth of color without college experience were the least likely to vote by mail in the last Presidential election.
With changes to the in-person voting process, an increase in demand for mail ballots, and subsequent processing costs, election offices may be under much strain this fall. In addition, many individuals who may have voted in person and received language assistance may instead consider mail voting options. Both of these events may jeopardize access to the ballot for those with limited English proficiency. However, youth have expressed that they are ready and willing to address this need.
