Officers’ pay is a large part of the spending and is often subject to collective bargaining. Pensions are locked in for years.
Why would they do this? This sounds like a terrible idea. Why would any major city even consider this if there's still crimewaves happening? If anything, they need to increase funding. Who came up with such a dumb idea?

My state is already cutting funding to animal shelters in order for the police to have more funding despite many people who oppose this. Crime in KS has not risen, but actually has decreased since 2017. There are evil forces at work here.

Public safety pension and insurance (workers compensation and liability) cost are extremely high. Maintaining a police department is very expensive.
America has outsourced Parenting, Social Control, Self-Control etc to the Police.....and hates the mirror when it comes full circle......maybe WE think about family, moral compass, self control etc....if we are better we dont need law enforcement as much....DUH!!!

The police budget has to keep up criminal organization which have unlimited resources. The problem is a few bad apples and going after Low hanging fruit meaning over kill on law abiding citizens with the full power at their finger tips. Over zillas cops looking for a promotion.
