Migrants from those nations would be denied asylum if they do not first apply in Mexico or another country that they traveled through en route to the U.S. However, the new policy also will allow up to 30,000 people each month from those four nations to enter and work legally in the United States for two years if they come legally, have eligible sponsors and pass vetting and background checks.
On his first day in office, Biden issued several executive orders on immigration and sent Congress a framework for a comprehensive immigration reform bill. But he also made statements both during his campaign and after his election that suggested softer border enforcement. He offered few necessary resources to increase enforcement. Yet he kept in place Trump policies intended to keep migrants in Mexico while their claims are processed.
