The U.S. Census Bureau released apportionment data, but the pandemic-induced lag has already caused ripple effects on redistricting and 2022 races.

The new data reflect the southward shift of the nation’s center of gravity, but not to the extent that had been predicted based on population estimates. Texas and Florida were each expected to gain one more seat than they ultimately did. Arizona was anticipated to pick up an additional district, but its representation remained unchanged, which some blamed on lack of outreach to minority communities.

The political winners and losers will become clearer after the next round of data is released and the mapping of new district lines begins. Districts must roughly have equal populations, but politicians have divvied them up often to the benefit of their own parties and incumbents, a process known as gerrymandering.

The lack of clarity makes it more difficult for party leaders to draft contenders early — especially without knowing a district’s political leanings or whether a candidate lives within its boundaries . California registered a population of 39.5 million, up 2 million from the last census. The state had more births than deaths and net migration from other countries, but within the United States, more people moved out of California than in.
