It was reported before that CA truck laws caused ports being backed up older diesel trucks weren’t allowed in CA trucks supposedly higher pollution. In order to get the cargo removed from ports cargo carried out of state to swap loads with older trucks to move cargo.
That should do wonders for supply chain issues
