Thirteen people killed in a vehicle crash in Southern California Tuesday had been smuggled into the U.S. through a hole in a border fence shortly before the crash, U.S. Customs and Border Protection said Wednesday.
Border Patrol agents weren’t pursuing the SUV when it crashed. Agents used recordings from a border camera to determine when and how the vehicles crossed the border, a person briefed on the investigation said.
