Replacing the tax system with lotteries is in fact a good approach. Nobody really wants to pay taxes but some will want to play the lottery. Win-win situation.

What can people do when they have very low salaries? Dont mention ' inflation'. Besides , they want to open a business but the bank rejects their projects. It is true that is a tax on poor people but what they are not losing is hope. A control is needed.
