Idk the full story can't comment, but I know here in NJ. If you are on probation or a convicted felon. You have to show ID when asked by a cop, if they know or don't know your on probation etc.

I’m white and have been a passenger in car with a group and pulled over for a traffic stop and they asked everyone in the car for an ID. I think many police do it’s just not common. Stop try to make this a race story

If you watch the video you can clearly tell that the officers already identified who he was. The passenger had a warrant for his arrest and the cops were asking for ID to confirm identity. Which is why he refused to show ID and was resisting the arrest.
He asked for and deserved whatever treatment he received.

I just looked up Maryland's law. The officer can request ID but the passenger is not required to provide ID unless they're told that there is going to be an investigation. Only the driver is required to provide license, registration and proof of insurance to an officer.
