WASHINGTON—President Biden will call on states to make all adults in the U.S. eligible forvaccines by May 1 and set a goal for the public to be able to gather in small groups during the Fourth of July holiday, senior administration officials said.
Mr. Biden is planning to spell out that timeline Thursday night during his first prime-time address, in which he will lay out a plan for getting the pandemic under control one year after much of the U.S. economy ground to a halt, as the virus spread. Federal officials have issued guidelines but largely let states determine how to prioritize people for vaccines. One of the senior administration officials said the president has the authority to direct states to make the vaccines available through the Health and Human Services Department. The official didn’t offer additional details.
Whether Americans will be able to gather in small groups by early July will depend on how successful the vaccination effort is, the officials said.for all American adults by the end of May. The Centers for Disease Control and Prevention will issue new guidance ahead of the Fourth of July holiday with recommendations about travel and group activities.
In addition, Mr. Biden is planning to announce that the administration will work to double the number of pharmacies participating in the federal vaccination program; more than double the number of federally-run mass vaccination centers; deliver vaccines to an additional 700 community health centers; deploy 4,000 more active-duty troops to assist vaccination efforts; and expand the types of professionals who can administer vaccines to include dentists, veterinarians, medical students and others.
